Balto
Balto is the heart of the movie. He is kindhearted, helpful and courageous. Being a half dog and half wolf, he doesn't feel like he belongs anywhere. He is ridiculed by the whole town's all-dog citizens, especially the town's malicious champion lead dog, Steele. He's an outcast in his town except to his friends. His confusion shields him from seeing his noble and caring spirit. But when the town's children including Rosie become infected with diphtheria and the sled team bringing back the antitoxin gets lost, he journeys alone to retrieve the team and antitoxin. In the end, he gains acceptance and love from both the humans and the dogs of Nome.

Jenna
Kindhearted and courageous, Jenna has the integrity to stick to her own beliefs. As a Siberian Husky, she is the only real interest of the champion sled dog, Steele, but she does not feel the same with Steele. In fact, she dislikes him. Despite of what all of the other dogs of Nome say, Jenna has always believed in Balto. From the start of the movie, Jenna is the only dog to decently regard Balto, and as the movie progresses, she begins to truly love him.
Boris


Boris
When Balto was still very young, he left his mother and Boris, the Russian Snow Goose took it upon himself to raise the young pup. While he is generally kindhearted and reluctantly amusing, Boris is easily annoyed. Somehow, the two Polar Bears Muk and Luk have found themselves attached to Boris and call him "Uncle Boris". Even after Balto grew up, enough to live on his own, Boris stayed by his side, acting as his friend and almost like a father he never had.
Steele




Steele
Steele is the extremely malicious and really mean as dog. Steele is a Alaskan Malamute with blue eyes. He was skilled as a younger dog, so he became the lead dog of his musher's team. All the female dogs of Nome sigh for him, all except Steele's interest, Jenna. He is very proud of his status, and his pedigree, so in his spare time, he picks on the outcast, the half wolf Balto. After so many of Balto's kind notions, Steele still will not warm up to him. He is truly evil, for he'll do anything no matter what to hurt Balto. He is extremely stubborn and will not ever admit when he needs help even though Balto offers to him kindly. He would rather leave his team to freeze to death than let Balto help them, and will die to protect his status of lead dog. In the end, the lie he told to save himself hurts him three times as bad when he is caught as a lying, selfish dog.
Muk (on the left)


Muk
Muk is the smaller baby Polar Bear of the two. He's the one with the black nose. Muk is playful, kind, and childlike along with his brother Luk. And, like his brother, he cannot swim until he is forced to save Balto from the half-frozen lake. Because his brother cannot really speak, he acts as his translator to both Balto and Boris.
Luk


Luk
Like his brother, Muk, Luk is ashamed of his inability to swim. The same with his brother, Luk loves Boris, and both have resorted to calling him "uncle." Luk seems to be the younger brother, and acts both playful and mischievous. Luk and his brother both have a sense of courage, as he jumped into the water to save Balto without a second thought.
Nikki (on the right)


Nikki
One of the three of Steele's buddies, Nikki seems to do well on the team. Even so, he is quite slow. He is neither intelligent nor dim-witted. Like Kaltag and Star, he detests Steele's attitude and arrogance. He is kind to Balto when he is not in front of Steele.
Kaltag (in the middle)


Kaltag
Kaltag is an Alaskan Husky. He is a strong dog, and has a short temper for Star's comments. He constantly hits him on the head to prevent him from saying stupid things. He is quick and the wittiest, and is constantly firing praise to his leader, Steele. He and his two pals Nikki and Star all stand behind Steele, but none approve of his malicious demeanor.
Star (on the left)


Star
Star, a Siberian Husky is part of Steele's sled team. Like the rest, he doesn't believe in Steele's misdemeanor. He is kindhearted and can be consider slightly dim-witted. He always receives hits on the head from Kaltag for his comments. He is the kindest to Balto and the first of his team to trust him and accept his help. He proves himself right when in the end, Balto brings back the antitoxin and save Nome.
Dixie (center)


Dixie
Dixie has the tendency to show off her personal possessions, and is easily moved by icons of fame and fortune. She becomes madly in love with the champion lead dog, Steele. When he shows his true colors, she dumps him like the rest.
Sylvie (on the right)


Sylvie
Sylvie is Jenna's other friend, and is good at gossips. She gossips about everyone behind their backs, and instantly finds out about Jenna and Balto's trip to the boiler room. She sometimes becomes exasperated by Dixie's show off behavior.
Rosie (on the right)


Rosie
Rosy is Jenna's young owner. She wants to become a musher in her small town of Nome, Alaska, and was given a sled as a gift by her parents. She is a kind and innocent girl, who might be the only human being that does not hate Balto, but was rather kind to him. She fell ill to diphtheria when the town's children all became affected, and was the object of Balto's passion for finding the antitoxin when the sled team got lost.
Morris


Morris
Morris is the pet of the town's telegrapher. His ears are tuned to the code that he could probably send his own code with the motions of parts of his body like his ears, legs and eyes. He is always in the room when messages are sent. He relays the messages to the dogs, making him extremely important to the dogs of Nome.
Doc (on the right)


Doc
Doc seems to be the town's wisest dog. He is quite old and full of experience. He has obviously been out in the Alaskan wilderness enough to know how life is like out there. He does not have a large role in the movie, but he most likely plays a bigger role to the town's dog population during their everyday lives.
White Wolf (on the left)


White Wolf
The White Wolf appeared, when Balto lost all hope of bringing the antitoxin back, and felt like a failure. After Balto compares his paw prints to the wolf's, he howls and the White Wolf joins him. The White Wolf helped Balto realize the strenght and good in him.
